"Your action gives comfort, support, and affirmation to all those among us. who are committed to sharing responsibility for one another's personal welfare," he wrote.
The letter was co-signed by three former bishops from Illinois, New York and Ohio.

The appointment was made by about 200 Democratic precinct committee members at North High School. Five people were nominated to fill the at-large county council seat, but it came down to Kurt and Pete Crossland, a former at-large county councilor who lost his seat last fall.
It took three votes for either candidate to get a full 51 percent of the vote; the final tally was 109-84 for Kurt.
She resigned her Ward 8 seat on city council immediately and was sworn in by Municipal Judge Kathryn Michael.

It was believed that the measure, the Gender Identity Anti-Discrimination Act, had been sent to the committee to kill it. The measure already passed the House of Delegates.
The Judicial Proceedings Committee will have to work quickly, however, as the Senate legislative session ends on April 11. The bill protects against discrimination in employment, housing and credit, although not in public accommodations.
Senate President Mike Miller is under pressure to pass the legislation quickly, having received a letter from seven gay and lesbian delegates urging his intervention to get the measure to a vote.
Presently, 14 states and the District of Columbia include gender identity with sexual orientation in their non-discrimination laws; another seven states have sexual orientation only. Neither Ohio nor federal law includes either.
Delaware civil union bill advances
Dover, Del.-A state senate committee where a civil union bill was expected to languish until it died instead voted to send it to the full senate for a vote on March 30. The Delaware Senate's Administrative Services and Elections Committee passed it, despite the expectation that after House passage, the committee would be its grave.
In addition to beginning civil unions in the state, the law would recognize legally established relationships from other jurisdictions, treating them as a civil union. "What is this bill about?" said Gov. Jack Markell. “It's about opportunity. It's about rights. And it's about time."
"How can the state, in good conscience,
say to someone, 'You have dedicated your life to someone for years. Your partner trusts you to make their medical decisions if they become incapactitated and don't have à living will but we, the state, do not?'
"Or to say to a child that had been raised since birth in a home of love, hope and help
that because both of those parents happen to be men or women that if the parent who was the legal guardian dies, you lose the legal rights and protections to be raised by the other? That when your world has been torn apart the law may tear it further? This legislation helps resolve that issue," he said.
Rep. Melanie L. George pointed to other civil rights movements in history, and noted that the last 100 years or so have been a time of rapid change.
"Prior to women's suffrage and the Civil Rights Act, people thought the very concept of giving them civil rights was nothing more than a crazy pipe dream," she said. "Today, no one could imagine living in a society where women can't vote and blacks are forced to attend 'separate but equal' schools."
Colorado civil union measure dies
Denver-A state House committee killed a civil union bill on March 31 on a partyline vote after hours of conflicting testimony from proand anti-gay advocates.
The hearing began by 2 pm, and the vote came after debate started at 8:30 pm. The six Republican committee members outvoted the five Democrats.
Rep. Mark Ferrandino, one of the two openly gay representatives who sponsored the legislation, told the Denver Post, "What makes me saddest is there were people on that committee who were, I think, supportive in their hearts but weren't willing to stand up against the leadership and the farright fringe of their party."
The motion that was voted down would have sent the bill to the Appropriations Committee, which would have gotten it out of the Judiciary Committee, which already had three Republicans on record opposing the bill. V
